Abstract:
The paper presents the research and operational collaboration between Iuav’s Urbicide Task Force and UNDP-PAPP, conducted during the ongoing conflict, and focused on defining intervention strategies for the Gaza Strip. It illustrates the challenges of producing reliable data in a devastated and rapidly changing urban environment and highlights the need to construct a shared knowledge framework as a basis for any design action. The paper discusses the establishment of a multilevel network connecting UN agencies, Palestinian ministries, and local communities with the research team and introduces an adaptive design approach based on the transitional neighbourhood approach. Through analytical and computational tools, the research proposes methods to guide decision-making and spatial planning under conditions of extreme uncertainty. The conclusion reflects on the political, ethical, and methodological limits of design tools for urban reconstruction, reaffirming the necessity of design as an evolving, strategic, and participatory process.
