A New Assessment Model for the Restoration Project of Listed Buildings and the Planning of Interventions, Between Resilience and Sustainability

Abstract:
The essay aims to offer an innovative contribution to the restoration project of a building of cultural interest, concerning the overall economic evaluation of the functional transformations that may occur during its entire life cycle, which must in any case be compatible with conservation requirements. The contribution proposes an economic evaluation model capable of comparing different uses related to a building of cultural interest undergoing restoration. The model must also consider the changes that may occur during its life cycle, allowing the planning of an economically sustainable intervention. It requires a preliminary identification of possible functional solutions, followed by a first analysis phase, called VITE - Technical-Economic Impact Assessment, which refers to the multi-criteria analysis method. The result is a ranking of preferences among the different scenarios, developed from the assignment of evaluation criteria and appropriate weighting scores. Once the best project alternatives have been identified, they are subjected to a more in-depth analysis in the phase called RES2 - Resilient Restoration - and referred to the methods of Cost-Benefit Analysis and Life-Cycle Cost Analysis. Given the limitations that both methods have in evaluating the adaptability of the building to possible future transformations in a resilient key, the proposed evaluation model wants to integrate the two systems, combining the ability of the Cost-Benefit Analysis to consider the benefits occurring at different moments and the ability of the Life-Cycle Cost Analysis to evaluate the intervention and management costs of the asset throughout its entire life cycle.
