The essay offers a critical reconstruction of the main issues that shape the agendas oriented towards urban development. The formulation of agendas, on the one hand, it is perceived in terms of growing inadequacy on the part of the formal government, and, on the other hand, is the impetus for the steps towards strategic planning, built around some voluntary and informal agreements.
