Public institutions are more linked to formal procedures than objectives and results. They need to be transformed into mission-oriented organisations.
PERSISTENCE aims to tackle the reconfiguration through:
1) Knowledge acquisition and exchange: creation of databases & digital maps for climate territorial zoning, leading to climate scenarios and integrated planning, pilot territorial interventions, updated strategies, plans, and measures of climate adaptation.
2) Planning: Establishment of Climate Coordinating Action Plan at city/FUA level encompassing and enhancing existing plans (Urban, SECAP, SUMP…). Involvement of stakeholders and local communities through establishment of 10 Pilot Climate Resilient Labs (one per partner area) as platforms for ideation of solutions for implementing climate resilience practices.
They will be organised in 3 location- and climate-based sub-groups and each will jointly implement 1 solution identified through PCRL’s activities, existing practices or resilience measures.PERSISTENCE will benefit 70 municipalities in Slovenia, Italy, Poland, Croatia, Hungary, Czech Republic, Germany.
Transnational level will enable cross-pollination and reciprocal enrichment between different cultures, approaches, and operational models.
