Il patrimonio costruito di Revine (TV). Valutazioni qualitative di vulnerabilità e proposte di intervento per la riduzione del rischio sismico

Abstract:
The conservation of historic centers in Italy has been the subject of extensive scientific research since the postwar period, yet it lacks an adequate operational definition within national regulations for the protection of the built heritage. Critical issues persist in Legislative Decree 42/2004 and in regional and local planning instruments, often outdated. The private nature of the assets requires rapid assessment methodologies and holistic, multi-risk approaches capable of identifying critical issues and identity-related invariants to be preserved during the design phase, ensuring intervention quality and the protection of cultural values. Since 2003 (OPCM 3274), seismic prevention in historic centers has been entrusted to local authorities, with uneven application and limited integration between urban plans. The case study of Revine (TV) enabled testing of a qualitative method for assessing seismic vulnerability, comparable to first-level methods (DPCM 2011), aimed at defining interventions consistent with conservation principles and structural behavior. Such approaches are effective for historic masonry aggregates, marked by transformations and construction uncertainties. The historic settlement, composed of three nuclei, features terraced housing with wooden balconies linked to an agro-pastoral economy. The proposed methodology, also applicable to the Valsana area, analyzes vulnerabilities and resistance factors of a specific sector and supports revising admissible interventions in current building regulations.
